No, because HIV mutations
happen frequently by chance, an untreated person infected
with HIV will have a number of different strains of the
virus, some of which may be naturally resistant to
different antiretroviral drugs. However, before treatment
is started, the natural (wild-type) virus is the dominant
strain because it replicates much faster, while the
mutant (resistant) strains are uncommon.
